South Sudan Installs Fiber Optic Cable

South Sudan is constructing a 2,400-kilometre national fiber optic network to connect the country to the Indian Ocean via Kenya, aiming to improve internet access, reduce costs, and strengthen digital infrastructure.

Project Overview

South Sudan's fiber optic initiative will span approximately 2,400 kilometres, linking the country to the international fiber network through Kenya, with additional planned connections from Ethiopia. The project is part of a broader strategy to enhance the nation's digital backbone, reduce reliance on expensive satellite connectivity, and support economic growth. Construction is scheduled to begin in December 2025, with initial works starting at the Kenyan border and extending toward the capital, Juba.

Objectives and Benefits

The fiber optic network is expected to: Lower internet costs and improve bandwidth across the country. Enhance connectivity for schools, hospitals, businesses, and government institutions. Support e-governance, education, health, and enterprise services, fostering innovation and digital inclusion.

Attract investment in ICT, energy, and power sectors, creating opportunities for youth and businesses. Currently, internet access in South Sudan is limited, with only Juba enjoying relatively stable connectivity, while other states remain largely disconnected. The new fiber optic links aim to bridge this urban-rural digital divide.

Technical and Strategic Details

The network will connect South Sudan to the Indian Ocean via Kenya, with additional international links from Ethiopia and Uganda, making it the country's third international fiber route. The project is being developed with support from major telecom firms, including Huawei, China Communications Services International (CCSI), and the Globotech-MG Telecom consortium. Over 100 kilometres of fiber have already been laid in southern states, forming initial segments of the backbone.

The Ministry of Information, Communication Technology, and Postal Services approved a $9 million budget for the design phase, covering engineering, environmental, and social safeguards.

Broader Implications

Once completed, the fiber optic network will enable faster communication, reliable internet, and digital transformation across South Sudan. It aligns with the country's Vision 2040 strategy, aiming to position South Sudan as a competitive and connected nation in East Africa. Reliable energy supply remains a critical factor, as connectivity improvements must be supported by stable power infrastructure.

The project also emphasizes regional cooperation and investment, inviting international partners to contribute to South Sudan's digital economy and infrastructure development. This initiative is expected to boost innovation, e-governance, and economic opportunities, marking a significant milestone in the country's post-conflict development.
