Despite over 15 years of National Telecommunication Transmission Network (NTTN) licensing, only about 25–30% of network sites are connected to fiber, leaving the country low on the global Fiber Development Index.

Production and Industry Capacity

Bangladesh Cable Shilpa Limited (BCSL), a key domestic manufacturer, produces up to 25,000 km of fiber annually and has a total telecom cable production capacity of 50,000 km per year. The company also manufactures HDPE ducts, overhead conductors, and power cables, and is encouraged to modernize operations, obtain international green certification, and expand into new markets.

Regulatory Developments

The Bangladesh Telecommunication Regulatory Commission (BTRC) recently allowed state-owned entities like PGCB and Bangladesh Railway to expand their optical fiber networks beyond power grids and railway tracks. This policy reversal removes previous restrictions and enables broader connectivity for telecom operators, promoting a more competitive market.
